In just the third speech by a German leader to both houses of British parliament since World War II, Chancellor Angela Merkel warned Conservatives led by Premier David Cameron that she does not support wholesale changes to how the E.U. is currently governed, while discouraging an exit by one of Europe's biggest economies.
