Twitter to target ads based on email and ID

In Twitter's quest to improve its standing with advertisers and marketers, it will newly employ email address and user ID-based tactics. Its Tailored Audience program for ad retargeting. Advertisers will provide an email address of a user who has been to the company website or signed up for an email, and Twitter will match it with an account.
