North and South Korea have agreed to restart operations at the shuttered Kaesong industrial zone on September 16, South Korea's Unification Ministry said. The complex shut down in in April after the North withdrew its workers amid heightened political tension. More than 50,000 North Koreans work at 123 South Korean factories in Kaesong, which is just inside North Korea.
