Sources say Congressman John McCain (R-Arizona) is drafting a bill to require cable companies to offer a la carte channels to consumers. Currently, almost all cable television plans are bundled, meaning consumers must pay for unpopular channels along with popular ones. The legislation includes a provision that could score a win for Aereo (a company that puts broadcast signals on the internet): it would require the U.S Federal Communications Commission to auction the spectrum of any broadcaster that moves its services to pay-TV.
