Pro-Russia gunmen in eastern Ukraine are refusing to leave their strongholds despite a deal reached by the U.S., Russia, Ukraine and the European Union in Friday. The deal would require all armed groups to disband and relinquish seized property. Lingering tensions between separatist militias and authorities in Kiev are expected to complicate the accord's implementation.
